The State Constitution of Utah states in Article X "Education" Section One:
"The Legislature shall provide for the establishment and maintenance of the state's education systems including: (a) a public education system, which shall be open to all children of the state; and (b) a higher education system. Both systems shall be free from sectarian control."
Education is important enough to be specifically mentioned in the Constitution because our children ARE that important - they deserve a great education!! And our teachers are too important to the future of our State to be under-paid and under- appreciated!!
The State Constitution also specifies the State Board of Education (Art. X, Sec. 3):
"The general control and supervision of the public education system shall be vested in a State Board of Education."
Nowhere does the Constitution say anything about Charter Schools or a Charter School Board and Superintendent. The State Board should be Constitutionally reorganized to supervise Charter Schools, and on-line education!
Perhaps the Constitutionally mandated State Board of Education should be streamlined and involved with more Local School Districts, patrons, business partnerships, and more.
Charter Schools are a recent addition to Utah but are not part of the State Constitution. They are a creation of the Legislature (and A.L.E.C. - but more on that elsewhere). This includes for-profit education and voucher ideas - which Utah rejected by a 66% vote years ago.
Charter schools have their own Board and Superintendent. This is a duplication of costs and needs to fall competely under the State Board of Education.
Utah Legislators need to realize their holding financial interests in Charter Schools is a conflict of interest and needs to END! Along with all such 'conflicts' to be ethical and transparent.
K-12 Education is essential to our next generation as a foundation of their educational future. The fact that we have twice as many Kindergarteners as Seniors in High School should tell us the problems of over-crowding classrooms and schools are still ahead of us for years to come! We MUST invest in our K-12 education infastructure as well as the rest of our system with technology, buildings, equip-ment, and successful programs; as well as better teachers salaries, benefits, much more appreciation for their hard work and celebration of their successes!
"Temporary Classrooms" are no longer "Temporary." They need to be removed and turned into REAL brick and mortar classrooms at every school in the State. This can be done by a State & Local School District partnership, and SHOULD BE DONE!!
Utah government needs to deregulate the classroom, quit grading teachers and look more at the School Boards and Superintendents for their supervision of the local schools, building, curriculum, teachers, programs, results.
The Board of Regents supervises Higher Ed in the State System, but they seem to be more involved in building buildings than in educational innovation and reform. This needs to change! Utah needs a Board of Education for Higher Ed, too(!); with specifics on their duties and responsibilities and oversight parameters.
Tuition costs have risen regularly and cannot be sustined indefinitely. Tuitions of $5000 per year are possible and should be a goal of the Board, if they were not just a rubber stamp for university bldg. projects, as the Bd of Regents were.
More Innovation and Tuition stabilization at better levels needs to be imbedded as a core-value of the Board, too. Utah is doing a good job in Higher-Ed partnering with corporations locally but more can be done. We also need more Trade Schools and alternative tracks of Higher Education!
Ask Legislators why Higher Ed and Public K-12 Ed are lumped together in 'Education Funding' Stats !! Thereby confusing patrons into thinking K-12 is getting all the money.
Teachers in this state are dramatically under-appreciated. They are so much more than baby-sitters, they are professional educators! Several Utah School Districts have recently bettered teacher compensation but more needs to be done just to get to the National Median Level - which this candidate has espoused this since 2000! Our teachers should be worth at least the National Median salary !! But this is not the only thing. They need more parental support, less legislative scrutiny and and more vocal support from that body as well ! Let's see Legislators (or anyone) take class-rooms of 30-40 students for 8 hours-a-day and produce testing results that come anywhere close to what our current teachers accomplish on the current 'thin dime.'
Then ask them what teachers are worth!!
The costs of the Covid Crisis is an on-going issue and will likely be a continuing issue for several years.
As students prepare for another school year, Districts and State officials are looking at budgets and costs resulting from the mandates and impacts of the Covid issue in schools.
What we already know will be required is masks for each child, teacher and staff member, hand sanitizer stations for each classroom and area of the school (offices, gym, lunchroom, etc.), additional cleaning and janitorial issues (manpower, supplies, equipment, etc.).
And then there is the ‘social distancing’ issue needed and resulting, in some schools, into split sessions and/or additional classroom space for the students (finally we are talking about 10 to 15 students per classroom per teacher … a more reasonable level than the 25 to 30 per room per teacher we had pre-covid!).
One source, a national tv news network, estimated the cost of just the masks, sanitizer, cleaning and additional janitorial manhours would be in the neighborhood of $1 million per school district. But their estimate was for much smaller school districts than we have in most of Utah – because of the number of children and family size Utahns habitually have, which is shown by our demographics.
We estimate $1.365 billion will be needed (in rough figures) JUST IN UTAH!!
Is it starting to dawn on you?? The cost of this Covid Mess is going to take decades to pay-off!! And we haven’t really started adding up the cost to businesses in lost revenue, or the human impact (which is difficult to put a price on).
This candidate doesn’t think Gov. Herbert nor Covid Cox realized what they were doing when they initiated the Unconstitutional shutdown here in Utah!
Teachers are paid from tax dollars, so taxing their income is a form of double taxation - it is just logic, despite what the State Tax Commission says.
We will seek to make K-12 Public Education Teachers exempt from Utah Income Tax for their teaching salaries. This idea would put several hundred dollars in teacher's pockets each month and make them a 'special taxing class' in Utah ... followed by first responders, then law enforcement next, and so on for several different 'essential' workers (to use a 'Covid' phrase).
We will be replacing the 'lost' revenue via our Proctor plan - explained elsewhere.
The reason for doing such a unique thing is because K-12 Public Ed Teachers provide such a vital role in educating our newest rising generation, prepring them for their future and our state's future (giving our future workforce their educational foundation, afterall, a well educated workforce is essential to Economic Development!)

Utah's 102-page School Manuel is OVER-kill and pure Mandemic Propaganda! Reading this Man-made Manuel began to infuriate me, and then depressed me more and more, the further I got into it.
When this ‘Mandemic’ started out, back in March and April, they said children under the age of 18 to 20 don’t seem to get the Covid-19 disease … but by May they said “OOPS! We were wrong.”
THEN, to make worse, they said children under the age of 4 or 5, pre-school age, don’t get it … THEN they said, “OOPS” yet again and claimed 3-month olds are dying of Covid!!
Anything is tragic which causes the death of any infants, even those who may have ‘died’ of “Covid” … BUT ‘they’ haven’t gotten their story right from the beginning!!
Yes, I am one of the doubters when they say ‘Covid’ caused this or that or that-over-there. When hospitals receive a purported bounty for listing “Covid” as the cause of death, I KINDA GET MAD! When Hospitals supposedly earn hundreds of thousands of dollars to keep their special Covid Wards empty but still going, I get more than mad, if for nothing more than the waste of tax dollars!!
BUT when they try to turn the innocent children into pawns of ‘their’ powerplay… my anger is off the charts!!
And what is this about a modified quarantine? If it works for essential workers WHY NOT EVERYBODY??????
And then they say "Oops" AGAIN, and withdraw something that "works" yet again!
PEOPLE, PEOPLE if don’t see we need a drastic change in leadership, WHEN? If you don’t see the State of Fear we are living in, WHEN! If you see only that ‘they’ are right, WHEN do you wake up?
